Abstract


After the Soviet collapse , economic, political and other aspects of Russia have undergone dramatic changes . Meanwhile, advances in the theory of human rights in Western countries are also flocking to Russia, as a basis , the direct effect of basic constitutional rights norms has been established in 1993 in the Russian constitution . Russia's basic constitutional rights norms have direct effect theory and normative connotations both senses , either direct effect on what kind of sense have brought a significant impact on the country 's rule of law in Russia . Of course , in the process of basic constitutional rights norms direct effect applies also exposed the dilemma it faces. Although this system is not perfect in Russia , as well as stay in the process of democracy and the rule of continuous development and improvement , but the protection of human rights throughout the philosophy and the times, the spirit of practical law and other studies have for our country is a valuable experience. The article tries to fundamental rights of the Russian Constitution and its direct effect of the applicable model , bringing enlightenment to our basic constitutional rights to explore effective ways to apply direct effect.
