Abstract


In the late 1980s and early 1990s, many countries regarded informationization as the main sources of national police force growth and necessary technical support of realizing the police modernization with the fast development of computer technology. So, more and more attention and research was given to it. The Model of Electronic Police Affair entered into the visual field of Modern Police Affair and be philosophy and working mode for guiding the reform of Police Affair.Based on the achievements of domestic and overseas, this paper defined the concept and connotation of the Policing informatization; concised the development process, basic character, and constituent elements of the Policing informatization construction; analyzed the impacts that it has on the work of Police Affair; made clear it’s value pursuit; identified that it is imperative for public security organs to strengthen the Construction of Policing informatization. We elaborated the problems, including the existing a discordant voice, weak applied consciousness, obsolescence of information sources, morbidity management system and imperfect application system, analyzed from seven aspects which need to be done well with such as the relationship between departmental and regional, whole and part, programming and actualization, construction and management, security and sharing, tradition and informatization, informatization construction and other hard and soft power, puted forward the overall plan to promote informatization construction for local public security organs, including comply with one framework, uphold six principles, firmly grasp a project, establish in the three networks, build 3S systems, optimize and perfect three types of infrastructure, construct nine centers, develop six platforms, three aided systems and four types of application system, propel eight mechanisms, six application in internet, get nine benefits. At the end, we came up with ten proposals for promoting Policing informatization construction for local public security organs on the basic of these theories.The Informatization Construction of Local public security organs is a complex and systematic project. It requires multi-sectoral coordination and input. It also needs to keep making explorations in theory. Although this paper is only combined the practice of the author’s management of policing Informatization Construction with theoretical summary, it is believed that the results of our study will promote the Chinese public security organs’ Informatization Construction constructively and significantly, especially for the local public security organs.
