Abstract


After the reform and opening up , especially since the 1990s , with the economic and social development , government reform , social structure changes, new forms of ownership and employment form of dramatic changes in social class . NGO to adapt to the new situation and the rapid development in the political, economic, cultural and social life in the various fields are playing an important role. However, China has been the distinction between the state and the social sphere is not very clear. Transformation of government functions is a necessary requirement for economic and social development . Under the planned economy of the versatile model of government , national social integration , into a socialist market economy under the service-oriented society of limited government and political separation . Of non-governmental organizations in the political, economic reform and transformation of government functions to generate an environment and development, is the subject of social governance and promote the transformation of government functions and the undertaking by . NGO governance in society , to build a harmonious society , social crisis management, promoting international exchanges and cooperation has played an important role in the government's good helper rather than challengers and opposition forces . Government and NGO relations there are many models , but also because there are many problems for many reasons . Government should change their concepts , improve the legal system , the initiative to change the functions , establish a service-oriented government , limited government philosophy ; NGO organizational mission and the need to strengthen self-construction , improve the internal norms and management, active participation in policy development .
