Abstract


Research cooperation is the cooperation between enterprises , research institutes and universities , usually refers to enterprises for technology the demand side , research institutes or universities as cooperation between technology supply side , the essence through the rational allocation of research resources from all sources , and to promote the effective combination of various factors of production required for technological innovation . Cooperative as to build a national innovation system , improve the comprehensive national strength and the establishment of an important means of technology economic integration system , and become more and more widespread concern of Governments . This paper lists a series of effective measures taken by the governments of developed countries to promote research cooperation : such as the establishment of a special leading coordinating body , the formulation of laws and regulations and preferential policies , the establishment of a special fund , to open up multiple channels of information , and encourage the exchange of scientific and technical personnel . Summed up the policy of our government to promote cooperation taken , our government exists to promote research cooperation process , at present , China's government in the formulation of policy planning , set up a special coordinating body , the establishment of social service agencies and improve the supervision and management of and there exist a range of issues , the gap with the developed countries . The reasons for these problems , including the national innovation system is imperfect , and the transformation of government functions is not in place , the science and technology management system is not smooth , the technology market mechanism is not perfect . To solve these problems need to have targeted five levels to improve coordination, supervision and service role of government guidance, and promoting the Cooperative . Specific measures : should develop the Cooperative development plans and policies , guide Cooperative direction ; increasing financial investment, promote the development of the Cooperative ; establishment of a unified management structure for coordination and resolve various research cooperation contradictions ; improve the supervision and appraisal and intellectual property protection mechanisms to escort ; promote the development of the cooperative service agencies development and promotion of technical trading market building , the development of the cooperative service .
