Abstract


With the rapid development of computer and network technology, in government departments, especially the science and technology department, project approval management systems are playing an increasingly important role. The window of the Department of Science and Technology as the country with the outside world institutions interact, how to quickly improve the efficiency of their work, to achieve multisectoral coordination office between the various departments within the Office of Science and Technology and scientific decision-making, a focus to solve the problem. Therefore, we build a scalable, open workflow-based project management information systems become the practical needs of the science and technology sector. This article is based on the reality of Tibet's Science and Technology Department Technology Project Management Information System needs struts framework and workflow technology, the use of collaborative work technology, one-stop service of design ideas, building a network platform based project reporting, collaborative parallel approval , full-line network service management platform. Further enhance the efficiency of the technology management department, working in project management, project reporting units, project implementation units to provide fast, efficient service. Workflow Management Coalition (WorkFlow ManagementCoalition, WFMC) reference model and the actual needs of the system design, workflow technology research, given the functional model of the system, for modeling using UML workflow management system, use object-oriented methods and interface-oriented system design. System requirements analysis, detailed analysis of key business processes in the project management system, and gives the principal business activities of business process diagrams and use case diagram. The entire system functions and network structures are given in the part of the system design, and system database table structure analysis and design, given the logical relationship between these tables, and on this basis the system The custom function forms and processes to achieve the detailed design and implementation. In this paper, a project to declare the creation of the process instance and implementation process, for example, the completion of the design and implementation of workflow-based project the declaration management information system. Effect running through the system proved the system to improve the efficiency of the work of the Science and Technology Department Technology project management process, improve the management level technology project reporting, also played a positive impetus to the development of workflow management system in the field of project management role of the thesis research work has a certain practical significance and practical value of science and technology project management.
