Abstract


The Farmers’Bank of China reorganizes from the four provinces Farmers’Bank which established in 1933, its main function is to relief the whole nation’s increasingly dried up rural finance. The Farmers’Bank of China’s establishment and development plays an important role in China’s rural financial history, it is Kuomintang first national agricultural specialized bank that zealously put in force the nation’s agricultural policies and measures, which was the important milestone in the history of the modernization of the rural finance.Anhui is one of provinces that the Farmers’Bank of China started the agricultural loaning at the earliest of republican period. After setting up subsidiary bank in Anqing on September of 1933, the Farmers’Bank of China devoted into relieving Anhui’s agricultural finance and promoting Anhui’s rural project actively and immediately. The Farmers’Bank of China’s uppermost operation in Anhui was the agricultural loaning and established a completed net work of the organization for agricultural loaning for the sake of implementing agricultural loaning and exerting its performance. In the aspect of lengthways, the Farmers’Bank of China established subsidiary bank in Anhui’s provincial capital Anqing, subbranch banks in some important cities, agencies or local branches in some county-cities. Besides, the Farmers’Bank of China established affiliated institutions of agricultural loaning, such as cooperatives, agricultural warehouse, farmer leasehold houses and cooperative treasuries. In the aspect of breadthways, after implementing of legal tender policy and specialization of the four banks, the Farmers’Bank of China take over Agriculture-based bureau, Bank of China, Bank of communication, Central trusteeship bureau and Anhui reconstruction department’ agricultural loaning, the Farmers’Bank of China unified agricultural loans gradually and became the Kuomintang’s national agricultural specialized bank. The Farmers’Bank of China’s agricultural loaning in Anhui undergo years’practice and exploration, which walked up a comparatively perfect road and formed a set of system of agricultural loaning by combining with current political situation’s change and Anhui’s own characteristics.The Farmers’Bank of China’s agricultural loaning in Anhui is a progress that the government intervenes in rustication and conformities rural society, as a new economic enterprise, which was influenced by the general background of society’ transformation inevitably. The Farmers’Bank of China’s agricultural loaning in Anhui had its historic progress and modernity in some degree, regardless of some limitation, especially institutions of grass roots’agricultural loaning were controlled by landholders and folk gentry countryside, farmers’profit was extraordinary insufficient. Agricultural bank combines national rural economic policies is go without saying, but the National government established a rigorous bureaucratic system from central to regional government, its political powder penetrated in the Farmers’Bank of China ineluctability. Although the Farmers’Bank of China haven’t accomplished it’s historical mission of reviving rural economy, its 16 years’process of prosecuting Anhui rural finance still leaves us a precious experience and lecture. As a reformative blue print of establishing modern rural finance’system, the Farmers’Bank of China is not only proper, but also demonstrates the orientation of history, is a rational choice.
