Abstract


Based on the Construction Cost Control Management Theory, this research is carried forward to discuss and explore the reform and practice on cost management of all construction stages, namely, the stage of decision-making and feasibility research, designing, bidding, implementation, as well as completion and settlement, taking the previous research and current situation of construction cost management at home and abroad as a reference. Concerning about the fact that in China investment on construction project has always been out of control and the conflict between economy and technique in engineering, we analyze the current situation of construction coast management, the existing problems and their influence. In this regard, we adopt value engineering and relevant managerial expertise to launch an experiment and exploration on a specific project, guided by the basic theory of construction cost determination and control, and finally come up with effective cost management and control of the whole process including all the stages mentioned above.In accordance with the construction cost management of a fully funded teachers’ residential building of a certain college in Xi’an, we analyze the reasons for cost control, summarize relevant control methods, research and compare the construction cost after making clear a serial of construction cost control strategies and measures taken in all its construction stages. In the whole process, we take the reality of construction cost in every stage into consideration, control the construction cost in a reasonable range, and finally realize the value-addition by management at the largest extent, which not only ensures the benefits of the faculty, but also satisfies the demand from the school to fulfill the project managerial goal.After summarizing the available construction cost determination and control methods and practical experience, on the theoretical basis of construction investment cost, we put forward various measures taken for rational determination and effective control of construction cost by analysis and exploration on cost management target of the whole process, relevant elements in cost management, major reasons for failure in cost control, and finally targeting those problems existing in construction cost management in China we come up with our suggestions on its reform.
