Abstract


July,1988, the ministry of construction issued the notice about development construction supervision which formally proposed to try out the supervising system of construction in our country, Which marked the reform of construction in China have entered a new stage. Following a series of laws and regulations have been issued by relevant government departments. Those laws and regulations, which have to abide by, make works of construction supervision have gradually embarked on a track toward standardization and institutionalization and have its procedures.However, we must recognize that laws and regulations of construction supervision are still uncertain. Many non-standard acts still disrupt the market of building which mainly due to the legal system of construction supervision is not perfect. Imperfect legal system has seriously hampered the development of the industry of construction supervision. It should be to build and improve relevant laws and regulations which related to engineers, owners and markets, so as to ensure the sound development of construction supervision profession.First this paper research on overall process about how to reform and improve the laws of construction supervision. Via analyze the legal system of construction supervision, and summarize problems and defects in the existing system, on the basic of learning from the experience of foreign countries and prefectures, then the writer put forward suggestions of improving the legal system of construction supervision.
