For sufficing the environmental demand of public, our government has enacted a sense of environmental policies, which pertain to different hierarchy and refer to different environmental elements. For the moment, public policy has evolved to be an academic discipline. The public policy process consists of policymaking, implementation, evaluation, monitoring, and termination. So, problems in environmental policy can be found and optimized systematically from the angle of policy process. The realistic indicates that the intensity of environmental policy making and implementation in China presents to be on top in the world, and monitoring or termination of environmental policy is not especial with the universality of public policy, therefore, it is necessary to promote objectives of environmental policy to be carried out with a view to environmental policy evaluation.First of all, Theory studies , application study and practice of environmental policy evaluation in China are combed; whereafter, the author reviews the origin and development of public policy evaluation, and analyzes the particularities of environmental policy evaluation which are differ from else public policy evaluation and depend on the particularities of environmental problems which environmental policies try to solve, or depend on the indeterminacy of environmental policy effect and impact in three-dimensional facets, including time, space and societal domain. The particularities of environmental policy evaluation include two aspects, such as comprehensive public participatory, complexity of environmental policy effect and impact. Secondly, the author sets up environmental policy evaluation system, probes into its subject, object, criterion and method, moreover, puts methods into application in case studies.Finally, in allusion to problems of environmental policy evaluation in China, the author points out that legalization on evaluation object or procedure, and policy condition of informal evaluation which is circumnuclear with public, is an approach to promote environmental policy evaluation to develop and environmental policy object to come true.
