Abstract


The petrochemical industry is a high-risk industries, is apt to cause a fire, explosion, leakage of materials incidents. In some large and medium-sized chemical companies planning densely populated areas along the rivers and lakes, even Nature Reserve, there is a big structural risks. The dilution and diffusion of of petrochemical enterprises related to toxic substances in the water environment than conventional dilution and diffusion of pollutants in water is more serious, more complex, and also a high probability of major water pollution incident. Petrochemical enterprises increasingly prominent risk of surface water environment. Risk identification is the foundation to control environmental risks; risk management is an important content to control the environmental risks. This paper attempts of doing the following: First, the basic theory - the basic steps of risk identification, scope, content and common methods of environmental risk identification; comparative analysis of common environmental risk identification method, combined with petrochemical enterprises industry and its risk characteristics of the surface water environment, using the fault tree analysis method to identify the risk of surface water environment of the petrochemical enterprise. Second, the proposed surface water environmental risk emergency facilities. The system belongs to the petrochemical enterprises can be taken to the surface water environmental risk management measures \Its role can not be ignored by the timely closure and temporary sewage properly deal with that later, can effectively reduce the petrochemical enterprises of the surface water environmental risk the consequences. Third, the construction of petrochemical enterprises in surface water environmental risk emergency facilities exploratory study. Study the facilities basic framework of the system, water environmental risk emergency facilities run mode; elaborate facilities should consider: petrochemical enterprises should follow the design guidelines and specifications on the basis of combined enterprise's own characteristics, local conditions surface water environmental risk emergency facilities to build, and considering the location, material selection, structure, capacity, and risk factors. Fourth, Lanzhou Petrochemical Company, for example, based on the collection and analysis of the basic information of the company, identify the risk of surface water environment of the enterprise, and the enterprise's new emergency facilities in accordance with the principle of emergency facilities analysis presented in this paper. This paper constructs the surface water environmental risk identification, can the surface water environmental risk assessment for petrochemical enterprises in the theory and practice to provide a good foundation and reference; article proposed facilities should be considered to control the petrochemical enterprise surface water environmental risk has important practical significance.
