Abstract


Qihe County south of the Yellow River , the reference to the Yellow River off the water conditions are very favorable . However, with the Qihe the rapid development of industrial production and the increasing population of urban residents , and its water consumption is growing year by year , falling water tables due to over-exploitation of groundwater transition , inadequate water supply and land subsidence problem . Construction of the the plain reservoirs , water alternate with non - farm irrigation period Qihe adjusting of the Yellow River water reserves for the construction of large industrial water , improved ability to protect the security and economic and social development of the water needs of urban and rural domestic water . Analysis of the socio-economic development and water balance , Tianxin reservoir construction is necessary and urgent ; through the runoff situation analysis the Tianxin reservoir construction , water conditions and social conditions feasible ; national economic evaluation , the Tianxin reservoir project has certain anti - risk capacity , financial feasibility, economic rationality .
