Abstract


National cultural development planning and information sharing project to promote the development of public cultural service system has brought community, however, a lack of financial resources, lack of professional technical and organizational management confusion is still solid grassroots community development of public cultural barriers; knowledge-based economy and information networks of the international environment requires public libraries to expand service functions to develop in depth, opening up the space of grassroots cultural services improve collections utilization, protection of cultural information needs of life of the grass-roots citizens. With the city's public library resources and professional advantages, under the guidance of the government to public library services extend to the community, it is a win-win cultural prosperity of grassroots organizations and the public library functions to expand channels. Extend this study to the public library community service institution-building, management methods and service strategy as the focus, the use of the social survey, summarized comparative analysis to build and improve our public library service system development framework. The first part of the public library to the origin and development of outreach services overview and discussion; service network to the the Hangzhou region \three angles to analyze the the Service status quo of the Hangzhou Public Library Community grassroots point, effects and effects from the micro-level analysis of the development status of China's public library system of outreach services; through a lot of literature and web resources research, summarized and analyzed the characteristics of Chinese and foreign existing extension services of the public library system mode, and on this basis, the Chinese and foreign construction bodies, the legislative basis, management unit information networks, supervision and coordination, extension services and social forces Differences between analysis; fourth part on the basis of the aforementioned studies, from institutional security and library functions to expand two aspects to explore our public library outreach service system development framework and strategy, focused on the transformation of the service concept, the service function strengthening and extension of the service network, service content rich, the way of innovation, expansion of service areas and other aspects of content. Our public library outreach service system development is still not mature enough, the need to learn from foreign experience to promote the successful practice of the domestic. In this study, the combination of quantitative and qualitative research methods, from the point of view of the theory and practice of extension services in the areas of institution-building, management, performance and service strategy countermeasures and suggestions for further promoting China's public library outreach service system can sustainable development help and learn from.
