Abstract


From the year 2003 up to now, China’s news publishing institutional reform has been in the positive process and with effective results. China’s news publishing industry has been an unprecedented prosperous. The public news publishing industry has played an incomparable role in the aspects of the mainstream ideology dissemination and the cultural construction, and its fund has come mainly from government’s financial investment. But at present, the issue of capital source of press and publishing industry has rarely been studied systemically. Therefore, the study on the motive and transformation of the financial investing and financing of China’s public news publishing industry is of vital practical and theoretical significance.Based on analyzing the present situation and existing problem of China’s public news publishing industry, using correlative economic theories, this paper has explored the motive of financial investment and financing of China’s public news publishing business, and has explained the necessity and feasibility of financial investment and financing to the development of the public news publishing business. Finally, the paper has proposed some suggestions about the financial investment and financing of China’s public news publishing industry from the perspective of policy and institution.The public news publishing industry has intense positive externalities and the attribute of public goods, together with the macroscopic policy requests the reform of the public news publishing industry and the transformation of the government function, all of which results in the capital of the public news publishing industry’s development mainly derived from government’s financial investment. Only when the government’s financial investment and financing policies are innovative and perfect, can the public news publishing industry get a better and quicker development. By perfecting the cost-expropriating institution of the cultural undertaking construction and the specific fund system, implementing the long-term stable finance and taxation preferential policy, perfecting financial investment and financing guarantee system, using the financial interest-paid loan and so on. Through as many as kinds of flexible ways to initiate variety of financial investment and financing means and policy innovation measures, can achieve the goal of extending the channel of financial capital. By means of adjusting investment extent, making clear of the investors’rights, perfecting the legal system and institutional system construction, can achieve the goal of enhancing the efficiency of the financial capital utilization.
