At first, this paper application of Monte Carlo method (linear filtering method) simulation to generate the surface surface contour, MOMI iterative acceleration algorithm method is used to calculate the double station scattering cross section of the sea, and analyzes the parameters such as wind speed and Angle of incidence on the surface of the double stand the influence of the scattering cross section. Based on the RBF artificial neural network model of sea surface scattering field is realized. Based on the current calculation method of moments combined with high frequency of kirchhoff approximation algorithm of hybrid algorithm analyzes the gaussian random rough surface and a one-dimensional PM spectrum rough sea surface and the two-dimensional infinite arbitrary cross section conductor double stand composite electromagnetic scattering characteristics of target, and using the method of combining with the reciprocity theorem and MOMI hybrid method of rough sea surface is discussed and its composite electromagnetic scattering of three-dimensional planar target above the question. Training RBF neural network was used to model the complex electromagnetic scattering and on a certain wind speed, Angle of incidence, frequency and parameters such as radius of height of target, the target of the composite scattering field is inferred, the error between predictive value and the target data is small, the result is satisfactory.
