Abstract


With the accelerated process of economic globalization , global intergovernmental competition has intensified . A key factor in the Government's ability to create a favorable environment to attract capital, technology and talent to become national or regional competitive advantage . Therefore, the Government how to locate in the economic operation is only reasonable , appropriate , people have been constantly explore . Jiangsu Province is one of the economically developed areas , but still there are some of the more economically backward areas . Under heavy pressure to speed up the economic development of these regional governments have to face top . To this end , local governments have taken a variety of measures , these measures produced some positive effects : rapid mobilization of limited resources to promote rapid economic growth ; promote institutional reform and market-oriented process to a certain extent ; improve administrative efficiency , reduce short-term configuration costs. In this process, the formation of a government-led market economy model . Less developed regional governments in promoting regional economic development , there are many modern rule of law does not match the phenomenon . For example , government administration according to law , violations of public property , violation of civil and property rights , excessive government intervention resulting in serious witch hunt , ecological destruction . In order to make the long-term economic prosperity of Northern , sustainable development must accurately locate the role of the Government . From a theoretical and practical point of view , the less developed areas of the development of market economy requires government intervention. But the Government should intervene in the market in accordance with the law , government intervention to achieve the legalization ; moderate intervention in the market , give full play to the autonomy of the main players in the market ; constantly improve the market , to act as a public service providers ; serving the community , to play the functions of the Government to protect the fundamental interests of the people .
