Abstract


Since the 1990, information industry has obtained great development as the main body of global high-tech industry; its degree of development already became the decision strength of a country’s economy development. Our country electronic information industry also holds the opportunity of division and the transnational shift of the global IT industry becomes the leading industry. Since the reform and open policy, our country electronic information industry has obtained the rapid development, becomes one of national economy important industrial. At the same time, our country electronic information product exportation also becomes the important engine of national foreign trade exportation and the leading strength. It’s also a foreign investment centralized industry.FDI not only made up the fund shortage of our electronic information industry in certain degree, but also raised our electronic industry’s national competitive ability. Analyzing the mechanism of FDI to our country electronic information industry’s competitive ability of exportation has the vital significance to reasonably usage of the foreign capital.This article adopts the empirical and theoretical analysis to appraisal the relationship of FDI and our country’s electronic information industry’s competitive ability of exportation. In the theory aspect, this article has comprehensively collected the FDI technology spillover theories, and used the industrial organization theory and the game theory to analyze Multinational Corporation’s technical overflow dynamic gambling process, simultaneously analyzed function mechanism of FDI to our country electronic information industry from the many kinds of angles bonding electron information industries characteristic. It also carried on the detailed elaboration to the technical spillover process.In the empirical study, through the statistical data induction and reorganization, the article has carried on the appraisal of our country’s usage of foreign capital in electronic information industry using the statistic indicator. Then it established analysis model to measure the effect of FDI to our country’s electronic information industry under the endogenous framework. The statistic measurements include Unit Root Test, Co-integration, Error Correction Model and Granger Causality Test. The result indicated that between FDI and the competitive ability of exportation there is a positive relationship, and FDI is Granger cause of competitive ability of exportation. But at the same time the statistic analysis result also indicated that FDI promotes our country electronic information industry exportation mainly to rely on its own exportation competitive advantage at present stage, but not the spillover effect of foreign investment enterprise. Obviously there are some disadvantageous factors and reasons in our usage of FDI in our electronic information industry. This article put forward the corresponding policy proposal in the systematic analysis foundation.
