With the rapid economic development , China 's demand for crude oil is increasing , and in 2006 the country imported crude oil 145.18 million tons , to become the third-largest crude oil importer after the U.S. and Japan . Such a large-scale imports of crude oil , most need to be transported by sea , in order to reduce transportation costs , it is necessary to use VLCC carrier , to match the need to build a large-scale loading and unloading capacity of port and terminal facilities to complete the pick unloading and transshipment task . In this paper, the national strategic oil reserve base settled in Qingdao, Shandong Province , and Shandong Province, to establish an international shipping center in Qingdao port cluster around the Shandong Peninsula development strategy through a comprehensive evaluation analysis of the current situation of the crude oil terminal in Shandong Province , the rational distribution of the port , effectively port coastline resources and the overall planning of the crude oil terminal of departure , seeks to promote the region outside the integration of port resources , port allocation of resources more scientific , shoreline more rational use of resources .
