Food is a special commodity, it only has the general properties of the product, but also has important social attributes. Food security is related to the country's political stability and sustained economic development. But they are weak industry food industry, it is not only faced with natural risks, but also to bear the price fluctuations caused by the market risk. This has led governments have adopted different policies and measures to protect and support the food industry. China's grain domestic support policies have been implemented for many years, from the initial grain circulation then asked to support, until the current market price support for food for direct support. Grain domestic support this change the way not only improves the efficiency of food support and adapted to join the WTO in the international situation, the supporting policies consistent with WTO rules. With China's rapid economic development, China has initially with industrial \Grain domestic support policies in addition to the basic protection of national food security objectives, at this stage, but also has to increase farmers' income and narrow the gap between urban and rural areas, and expand rural consumption market tasks.
