It is unavoidable to the decay of mine enterprise for the finite and non-renewable of the mine. The decay mine has a lot of rudimental mines and resources, which are produced during the mine, machining, use of the mine, those resources can be reused. And has a lot of basic establishment resource can be used. Therefore, this paper study on the development model of circular economy in declined mine on the base of circular theory and on the object of reuse of resource.Firstly, this paper analyses characteristics of the mine, it includes the periodicity on development and evolvement rule of the mine enterprise, the development trait and the rule of the mine enterprise, the distributing in space of the mine and the location between the mine and the town, the development law and the exit mode of the decline mine. Secondly, this paper analyses resource of the declined mine. The resource of the declined mine include the mine which involve the rudimental mine, associated and accrete resource, gangue, byproduct and castoff, equipment and establishment, soil resource, human resource, and basic establishment. Then, at the foundation analyzed above up, this paper puts foreword the thinking way of resources exploitation and well use in declined mine, sets up the development mode of circular economy in declined mine, which mainly include digging the potential mines, the processes and exploitation of mineral resources, the use of byproduct and wastes, the use of mineral uses supplies and equipments facilities, the use of human resource, the exploitation of the underground infrastructure and the ground infrastructure. Particularly according to the declined mine space layout and its development of history process, built up the reuse mode of the ground and undergr6und infrastructure resources, study the circulating exploitation of the equipments facilities in detail, and built up concentrated full burden work system, maintain mechanism, exchange mechanism, layer class use mechanism, technique reformation mechanism and remake to build mechanism. Also carries on an analytical research to the guarantee measure of the circular economic development in declined mine. Finally, carry on a substantial evidence analysis combining the circular economic practice of Huayuan mine. This paper provide a path and a thinking way for the declined mine to develop circular economy and for the resource reuse of declined mine in ourcountry.
