Abstract


With the development of our shipping industry, the trafic density of the ships along the coast and the rivers increases day by day, in order to protect the safety of navigation of ships, the current major and medium-sized ports in the maritime sector have introduced the vessel traffic system(VTS). The VTS system whose core is computer technology is developing quickly by the modern science technology developing, but as an important component of the VTS system the VHF(Very High Frequency Radiotelephone) communication subsystem whose voice processing methods are still remain in the traditional stage, particularly in the voice recording, reproduction and the integration of VHF voice and other resources of the VTS system, it has been unable to meet the modern requirements for the VTS development.This paper just referred to the practical application demanded. It mainly studies on the application of the VHF voice communications management technology in the VTS system. In this paper that proposes a practical implementation of methods, and brings about a Voice Management System in project.Based on the engineering requirements, adopting a method based on Sunplus A2000 voice compression, and with the help of Sunplus MCU,PDIUSBD12 USB chips, ESI MAYA44 multi-channel soundcard and VC++ 6.0 development tools. We achieve the "VHF voice recording based on USB" and "VHF voice recording based on soundcard" two kinds of VHF voice recording methods. According to the difference of this two recording means, we also designed two sets of software for the voice reproduction. The controls of the Voice Management System is very simple, the voice reproduction is high accuracy(error in one second), high-fidelity, and with the help of network technology, it can reproduce the VHF voice from local and long-distance. And at the same time the VHF voice also can be easily integrated with the data that came from the other subsystems of the VTS system,to provide a conclusive evidence of a credible site which can deal with the maritime disputes through reproducting the historical information of the ships.This paper introduces the modern advanced technology of the voice management into the VTS system, solves some extant problems in voice processing of the VTS system. Meanwhile the management methods in this paper of voice recording and reproduction have much versatility, which make themselves very convenient to use for other demand areas, thereforethe have much more practical value.
