Abstract


Firstly, in-depth analysis of the International Textiles and Clothing Agreement, the historical background, the main content and its important impact of trade development of the international textile industry, followed by analysis of the January 2005 \trade development of the textile industry, changes in the environment, the development trend of China's textile industry, China's exports of textile and apparel trade frequently friction and textile industry in China's international competitiveness, the last in the environment for the development of predictive analysis of future trade on China's textile industry and on national made on the basis of the strategic adjustment of the textile industry Experience the ATC era of trade development of China's textile industry coping strategies. The post-war United States and other developed countries in order to protect the domestic textile industry from the impact of foreign imported products, imports of textiles and clothing products in developing countries to take all the strict restrictions, has developed a short-term fiber agreement, \and the Multi-Fibre Agreement \After the unremitting efforts of developing countries, \Textiles and clothing under the Agreement to the phasing out of the quota in the 10-year transition period, the textile and clothing trade into the GATT system, laid the foundation for the textile and apparel trade liberalization goals. After the the ATC era of international trade in the textile industry has formed the exports of developing countries, developed countries, the pattern of imports, its overall size is continuing to grow steadily, but the allocation of the basis of the market share gradually by the quota to changes in the competitive world textile and apparel market safeguards, anti-dumping trade barriers, technical barriers to trade, such as growing, increasingly fierce competition among developing countries, and the frequent occurrence of trade frictions. From a global perspective, textile and apparel trade has formed three major consumer market, three major manufacturing center, three trade circle pattern. The three major consumer market: EU, Europe; the United States, Canada, North America; Japan-centered East Asia. The three major manufacturing center: Turkey, Eastern Europe and North Africa; Americas, Mexico, Central and South America and other countries; China, India, Pakistan, Southeast Asia and other Asian countries. High scientific and technological content of textile products in developed countries, the level of advanced production equipment, outstanding product design capabilities, they are mainly designed to produce high-end textile products. Relative to developed countries, developing countries in the above three areas are in a weak position, most of the lower labor costs alone to participate in international competition in the market. China has become the superpower of the world textile and apparel production. China's textile industry has been rapid development in the case of China's accession to the WTO, ATC termination of the validity of a series of events to bring significant opportunities to the development of China's textile industry trade. Textile exports in China's export trade has a very important strategic position, has been the largest source of China's trade surplus, China provides a broad space for employment. China's textile industry, while in the rapidly growing trade also suffered frequent friction, the number and amount of trade friction in constant growth, the main body of the friction has quickly spread to developing countries from developed countries to China caused serious impact. The competitive advantage of China's textile industry is China has rich labor and raw material resources, the rapid growth of domestic demand and a relatively complete industrial chain, but in product innovation and technical content, the equipment level of the industry as a whole, the organizational structure and competition strategies there are still a lot of deficiencies. Post-ATC era, in order to adapt to the new development environment of the international textile and apparel trade, as well as to participate effectively in the international market competition, mainly textile and apparel production and trading nations of the development strategy of the national textile industry adjustment. Finally, based on the above study and learn from the experience in the strategic adjustment of the the typical national textile industry asked the following sub-level of the post-ATC era of the development of China's textile industry trade strategy. Government level strategies: to increase efforts to support the textile and garment industry technology innovation, promote the adjustment of product structure; strengthen the recurrent consultations and coordination with other developing countries; great importance to the construction of the certification body, the development of international standards; perfect China's labor standards legislation, aimed at a favorable international environment. Intermediary organizational level strategies: early warning mechanism to establish and improve trade barriers; to develop minimum price sensitive commodities and to adopt self-regulatory measures. Corporate level strategies: rational analysis of the development of China's textile and apparel trade environment; increase R \u0026 D investment, improve the technological content and added value; actively applying for certification to apply for the eco-labeling; emphasis on its own brand founded.
