Abstract


In recent years, with the continuous progress of China 's urbanization , farmers' interests in land protection has become the focus of much attention . The land and the income of farmers is the most important , the greatest interest in the fundamental interests of the farmers . Currently , some farmers landless no hillock security and other issues continue to lead to serious social problems , in this context , to study how to properly resolve the protection of farmers' land rights and interests of China 's rapid urbanization region , has a self-evident special significance. Overview and assessment of the research literature on the basis of , we proceed from the current situation of the farmers ' interests in land in China's urbanization process , in-depth analysis to reveal the underlying causes of the damage to farmers ' interests in land , and as an entry point to the urban fringe , the rapid urbanization of the farmers ' interests in land to focus on how to build based on the mechanism of protection of the interests of the regional farmers' land of rapid urbanization , and proposed a series of safeguards . Study : (1) of the land rights of farmers is relatively weak, and the most prominent of Ownership , incomplete use rights , the right to dispose of the poor and the weak , vulnerable income right side, which is not conducive to the protection of the rights and interests of farmers , easily lead to social unrest , national the coordinated development of the economy to produce a negative impact on the building of a harmonious society . ( 2) Since the beginning of reform and opening up , China 's urbanization process to get rid of the long - term ups and downs are not into the situation , the level of urbanization is gradually increased, in 1995 , the average annual growth rate of China 's urban population has reached 4.2% , higher than the average of the low-income countries level. (3) The positive and negative effects of urbanization on the peasants' land rights exist . Is a major positive impact of urbanization on the farmers ' interests in land , farmers enjoy from urbanization material civilization, spiritual civilization , political civilization and ecological civilization ; same time , compensation for land acquisition in the process of urbanization , the cadres manipulate land transfer , mining subsidence and other issues to farmers with huge negative hazard . ( 4) the basic ideas of the peasants 'land rights protection mechanism : ① reform land expropriation system , fair treatment of farmers' interests in land ; ② improve the land registration system ③ establishment of the social security of landless peasants ; ④ carry subsided land governance , but also to people ; ⑤ strengthen government supervision, to ensure that decisions are carried out ; the ⑥ legislation given to farmers to complete land property rights .
