Abstract


Since the reform and open policy, our mall Town had made the positive progress, but it existed some erroneous zones and questions that were not allowed to neglect Urbanization of the small Town development understanding and the practice, Some thought the small cities development had turned the farmer to the resident, the circle, the municipal administration construction. Some defined the small cities development as constructing the market. Some only depended on the mobilization administration strength, the small cities construction, but they had neglected the market mechanism operation. Some did not pay great attention to social efficiency, ecology benefit and long-term benefits and so on.The small cities development had the concept of economical meaning, the spatial meaning, social and the cultural meaning. We pondered the development of small towns from economical cities, the spatial cities, the society and the humanities cities. This defined the research basic essential factor for studying the small cities development, namely small cities development plan, small cities administration system management and reform, small cities essential factor disposition, countryside industrialization, agriculture modernization, humanities environment construction.The construction of small cities in the city of Lai Wu had many problems. If the small cities scale is generally small, the purchased ability to be weaker. Cities region system relation was different. The most villages and towns finance were quite difficult. The development of the small cities need the financial backing. The policy measure to prop up the small cities development and coordination was insufficient. The growth mechanism of small cities development didn’t form and so on.In view of existence many questions in Lai Wu city small cities construction, the development main measures Lai Wu city small cities includes: The science formulates the Lai Wu city small cities development strategic plan; Reforms the villages and towns administration system; Based on gathers the principle to develop two, three industries; Impetus agriculture industry to depth development; Optimizes the rural labor force resources disposition; Deepening land resource disposition reform; Strengthens the country side infrastructure construction; Reforms the countryside social security system, guarantees the Lai Wu city small cities development the social stability.
