Abstract


As a new body of contemporary Chinese public management domain and special representative of NGOs, The trade association takes an important role on building harmony society, regularizing the order of market economy, changing government function and responsing to WTO. But exerting these functions effectively need the trade association owns higher independence, can establish, allocate personnel and act independently. The independence of the trade association is comparative to the government and the enterprises, because of the restriction of conditions, the trade association independence is mainly comparative to the government in this article.This article is base on the nation and citizen social theories, new public management theories and bargain cost theories. It analysis theories of the independence of trade association from democracy autonomy, service of economy society and cost efficiency function of trade association; After analyzing the relation between Chinese trade association and government in present, I come to the conclusion that the independence of Chinese trade association is far from enough ;After analyzing the trade association independence of United States, Germany and Japanese ,I took an outlook about the independence of Chinese trade association. It will get more space to develop because the government loosens control to the trade association. According to the reality of our country, its development cannot copy the British and American“liberalism mode”, but to consult the cooperation mode of Japan. The centralization cultural tradition, government bias to the trade association, government function change is incomplete, and the lawmaking on trade association independence is not perfect and the independent consciousness of trade association is not strong etc, so the independent development of the trade association will be a gradual process. In order to carry out the cooperation mode, strengthen the independence of trade association, we have to change the government function quickly, perfect the correlative laws and strengthen the self-construction of trade association.
