Abstract


Historical and institutional reasons , the speed of technological progress of China's telecommunications industry and natural monopoly industry over the absorptive capacity of the consumers , the performance of some of the technical high performance products do not have a large enough market support , such as with high technical performance data services , and our country is still voice - lived consumer demand contradiction caused a degree of social waste of resources and social welfare loss \market demand , government regulation of the telecommunications industry in China faces major policy challenges . This article is the starting point to natural Monopoly Regulation theory , disruptive innovation theory and Foster S-curve as the framework of theoretical analysis , the first analysis of natural monopoly industries incumbent firms technology progress brought about by the product performance improvements and the increased costs of the incumbent firms how to influence the supply and demand curves mobile , and then in the short-term variable- and long-term natural monopoly industries incumbent firms scale immutable both cases , respectively, to build the model , the average cost curve from incumbent firms shift consumer demand curve gradually shifted to the right until it no longer changes the dynamic analysis process , the analysis of natural monopoly industries boundary changes , and finally propose a natural monopoly technology oversupply phenomenon exists for the telecommunications industry and other industries , the Government should relax regulation .
