Abstract


In the enterprise managing encouragement refers to stimulate staff motivation, enthusiasm, creativities and motivate employees effectively to complete the tasks and realize the goals of organization. A perfect management system can play an important role effectively. From the point of Management guru Peter Drucker, the economic management expert, he said that the management is the history of the encouragement. In this article as Jinxi Petrochemical Complex Company an example states that it is a state-owned enterprise of petrochemical industry, in order to arouse the former employees’working enthusiasm and creativity effectively to seek survival and development in the fierce competition market and research the encouragement management for the staff as a goal for many years. Because of the enterprise assets reorganization and restructuring of custody in the late of 1990s and then the changes of the scope of business, assets and organization structure, it affected the management mode and the workers’mood so that the enterprise benefits have been affected. To achieve the goal and help the enterprise to explore an effective method to stimulate the staff working enthusiasm and mobilize grassroots units of energy management mechanism, analyze and summarize the former workers’encouragement management, it is very necessary to adjust the past the encouragement management. By the investigation and analysis of the historical data comparison, simulation introduced a market operation in the competition mechanism market, give the free for the subordinate unit management authority in some extent, establish an actual incentive mechanism to acquire a good effect. Therefore the sound to simulate the market operating mechanism on the basis of performance management mechanism is a simple and efficient way. Based on the simulation of the market performance management mechanism should be strengthened in the enterprise culture construction and improvement of human resource management. This mechanism can be set an example for other state-owned enterprises in the enterprise performance management mechanism and provide the reference.
