Abstract


Capability of health service support (CHSS) is the capability of health service organization to meet physiological and psychological health requirements of officers and soldiers, which is involved in health service organization , and combines of knowledge and techniques of configuring health service resources by some systematical processes. It is the summation of health service resources and support models, and also the important part of the logistic support capabilities. While the support capability of mobile health service force (SCMHSF) is the capability of mobile health service force to meet the requirement of medical evacuation during wartime or emergent public health affairs, which is involved in mobile health service force, and combines of knowledge and techniques of configuring the mobile health service resources by some systematical processes. It is the summation of the mobile health service resources and support models.It is becoming increasingly important for the health service support to be in time and high-efficient in information-conditioned regional warfare where the troops move frequently and the situation changes very quickly. In safeguard operation on land, battle mobile health service force is a support force that serves as a vinculum, bridge and pioneer. It is life-and-death important for mobile health service force to have high mobility and excellent capability to fulfill the mobile support mission. Our country has been holding a field army mobile health service force. Ever since the 1980s, despite the disarmament of the army and changes in the hospital systems, the construction of military mobile health service force has gradually grown to a mobile health service force system with a complete tax on and a sound organization. This force has gained much experience during resistant wars against American army in Korea and Vietnam as well as borderland battles, and has formed some support capability through large-scale military practices and disposals of emergency public health events of recent years, especially the preparation to meet an emergency war against the independence of Taiwan. So, research on assessment of capability of mobile health service support possesses very important reality significance and it is also the need of theoretical research on mobile health service force, as to facilitate construction of mobile health service force, assess the accurate support capability level of mobile health service force in battle areas, find out the gaps and sensitive conditions affecting support capability, provide theoretical accordance of construction of mobile health service force in battle areas, and make all necessary preparations for health service support in defense wars.So, this article gives a deep research into the mobile health service using documents survey method, systematic analysis method, delphi method, spot investigation method, as well as the combination of grey clustering method and multi-index comprehend evaluation method. At first, we referred to many related documents, studied the concept and composition of capability, and analyzed the identification and assessment methods of capability. Then, through a systematic analysis of features of health service support in defense operation and position and contribution of mobile health service force for safeguard on land, we presented a scientific definition of mobile health service support capability, explained and epurated its ingredients. At the same time, we constructed evalution index system of support capability of mobile health service force(EISSCMHSF) using expert consulting method, and a grey clustering assessment model of the mobile health service support capability using weighted mean and grey system theory. Then, by using the constructed model, spot investigation method, experts checking evaluation and conversation, we carried out a demonstration research into 15 mobile health service forces in X military district on the organization and command capability, emergent response and mobile capability, medical evacuation capability and defense、epidemic prevention and survival capability and compared and analyzed these abilities and gave them a proper order. Finally, to aim directly at the discoverable problems, our research provides some suggestions to the construction of mobile health service force in X military district according to exterior and interior armed forces related experiences as well as the objective rule of construction of mobile health service force.
