Abstract


Social security system for veterans is an essential part of the national social security system. It is a social arrangement about the basic living right and the material guarantee of veterans, entitled by the government after the national income redistribution, according to the relevant laws and regulations. China being on the primary stage of socialism, with the switch to a market economy and the intensification of reform and opening-up, the original social security system and the previous planning model cannot adapt to the development which requires the talent allocation diversity and market demand. The current situation of veterans suggests that it cannot achieve the desired effect only by depending on government force or market regulation. Meanwhile, non-governmental organization (NGO) plays more and more important role in economy, politics, and culture and so on, becoming a new power which promotes social harmony and stability. NGO, taking advantages of low-cost, high-efficiency and flexibility, can make up the shortcoming of the foregoing feature to meet the needs of certain social groups. It plays an indispensible role in the society. However, NGO has not come into its greatest play yet, because of the special requirement of the army, the hysteresis quality of the military social security and the imperfect development of the NGO it self.This thesis compares the NGO constructions home and abroad and focuses on the analysis about the reason why NGO plays a hysteresis effect on the social security for veterans in our country. On the basis of China’s actual conditions and managerial experience from other countries, the thesis tries to make hypothesis about what effect the NGO should make in the social security for veterans in China and how the NGO should do to perfect the system.
