Abstract


Under the background of "Province supervise county", the problem of setup system of the municipal corporation and district-level governments also gradually confronts the governors. The keys of reforming the local governments are to perfect the structure of the district-level governments, to innovate the relationship between the district and city, and improve the performance and efficiency of the district-level governments. This article takes Southern Maoming, Guangdong as an example, to research and design the modal of mechanism reformation.
