Abstract


Comprehensive budget management started in 1920‘s,America. Currently it has been in common used as a management pattern internationally .Over the past several years, the related theory and successful experience of the management pattern has been increasingly valued by china’s enterprises. Especially in medium-sized and large-sized enterprise, it has been applied as a major means by which enterprise carries out comprehensive system management, promotes efficient allocation of resources and eventually fulfills the goals of enterprise. But in practices, due to the impact of enterprise regime, perception of employees and organization structures and so on , application of this management pattern has some faults in several aspects. Its quality concerning science and rationality need to be further improved. For example, budget and strategy became separated from each other , the organization system of budget management can not be adequately ensured, budget control , check and evaluation is not appreciated and so forth.In the article , based on the investigation of TG’s practice of comprehensive budget management ,the author studied the areas ranging from related theory and its development, the background on which TG launched its practice to budget preparation, implement , analysis , check and evaluation . Also considering management demands of medium-sized and large-sized enterprise group, the author reviewed the comprehensive management pattern in different aspects and pointed out the problems which existed in TG’s running , and put forward proposals aid to improve its practice performance for country’s enterprises.According to investigation regarding TG’s practice of comprehensive budget pattern, the author brought forward some new views , for instance, using the traditional SWOT analysis in specific ways. Finding the gap between the budgeted company and advanced enterprise is an important basis for budgeting. The basic targets are reflected in financial indicators, but the fulfillment of financial indicators should be based on support of operation indicators fulfillment, so key points of budget control lies in operation indicators. The accuracy of budgeting depends on whether the budgeting demands of all levels of relevant people among the budgeted company can be combined in harmony. The joint between budget and strategy is medium-term and long-term planning of enterprise which are worked out by functional departments. It enable the enterprise to approach general goals and develop in harmonious paces by completing different specific indicators across the enterprise
