Abstract


Renewable energy quota system in recent years, the international renewable energy development and utilization of better made by the state to encourage renewable energy generation in the different parts of a balanced and healthy development of a mandatory requirement. In recent years, the Chinese government has been actively explore effective means to protect mandatory renewable energy development mechanism. The paper is divided into four sections: Overview of renewable energy quota system; international experience in the implementation of renewable energy quota system; implementation of renewable energy quota system, the necessity and feasibility analysis; China's renewable energy quota system system design. The first part, the author analyzes the current situation of the use of renewable energy in China, which is the established policies and material basis of the quota system, the definition of the concept of quota system as a logical starting point of the thesis, the thesis of the quota system and other incentives for renewable energy generation policy concept discrimination; second part, the author conducted a comparative analysis of the quota system implemented in developed countries, put forward China's renewable energy quota system should be considered in the design of experience to draw on and implement ways; Part III the reality of our situation and the prevailing institutional level, the necessity and feasibility of the implementation of the quota system in our country, as well as the obstacles that may be encountered in establishing a quota system, the period of the quota system to seek the basis of the specific implementation ; Part IV analyzes of several factors need to be considered in the design of renewable energy quota system, including the development of objectives, the determination of the scope and responsibilities of the main body, government policies and other factors, and the concrete implementation of the quota system policy green certificate trading system research and analysis, and to provide advice for a specific legal quota system in China.
