Abstract


Due to the geographical conditions in rural areas, poverty-stricken areas caused by the power of public services more cost-investment, coupled with China’s "city of light in rural areas" urban-rural dual economic structure, with the result that some of the low consumption level of rural poverty, there are still a very small number of the rural population access to electricity. It is the basic content carry out the universal power-social services. And it improve the rural people in poverty-stricken areas of production and living conditions.In this paper, the public services and government economic theory was used. First of all, the author talked about the lack of the power public goods impact on the survival of farmers and the current state of development in rural areas. And then he put forward the cause of the lack power. That is a single of power grid universal service model, universal service funding was limited, compensation mechanisms, management systems and regulatory system in place, and so on.Referencing the experience of foreign power in public service, Author point out the government should set up "a multi-master" power mode to provide community service, Construct the power universal service fund, establish universal service rural power management, strengthen regulation of service, In addition to community charities and non-profit organizations, effective services. After all Measures was practiced constantly by the masses of peasants, It could ensure that the rural poverty-stricken areas of urban and rural residents receive equal power of public services.
