Abstract


Pre-hospital emergency medical services is the important part of medical treatment and social security system, also the important compose of public administration. The developing of pre-hospital emergency medical services is the reflection of the ability of organization of the national public administration, the comprehensive capacity of the level of medical treatment and public welfare. By the community economy developed rapidly, unexpected common health incidents occurred continuously, the requirement of health protection improved constantly, one of the urgent problem is how to rational use the medical resources, establish a modern pre-hospital emergency medical services system that is improvement, efficient and suits national conditions.Compared with the developed countries, the development of our pre-hospital emergency medical services system is on the phase of developing and improving, the research of construct the pre-hospital emergency medical services system also on the primary stage of conclusion of current situation and reflection of future development. In our paper, we take the Huzhou in Zhejiang province for instance, to discuss the construction of modern pre-hospital emergency medical services system on the public administration perspective, and this research has a highly realized and theoretical significance.The major research methods: method of literature, method of qualitative analysis, method of induction, method of compare and so on.Firstly, on the basic of analyzing the theories of public administration, develop the construction principles and elements of pre-hospital emergency medical services system: 1. The medical management model of Joint management, joint treatment; 2. Expedited command and coordination system; 3. Strengthen the function of administration and improve the management system; 4. Establish the emergency preplans and programs; 5. pre-hospital emergency network; 6. Locale coordination and transmission system. 7. Modernization of vehicles and equipments and leechdoms with the vehicles; 8. Trained personnel and personnel training system; 9. Quality control system.Next, base on the construction principals and elements of emergency system, using combined method of the interview topics, questionnaire to investigate doctors and nurses and managers working in pre-hospital emergency medical services system, we analyzed the materials of pre-hospital emergency cases and results of table for public consultation, based on which we analyzed the current emergency system. 1. The contradiction between increasing demands of society to pre-hospital emergency and current relatively insufficient pre-hospital emergency ability exists. 2. Pre-hospital emergency network in Huzhou is basically constructed, but the allocation of resources is not very reasonable. 3. The ability of emergency medical treatment to the public emergency is relatively week. 4. Service efficiency of pre-hospital is low, the phenomenon is including slow average time of dispatch, start and reaction time of ambulance and high rate of empty cars of first-aid. 5. The conduct authority of“120”dispatch is over concentrated, and the duty and right aren’t identified.At last, we provide some new mechanisms and suggestions for pre-hospital emergency system in Huzhou. 1. To establish medical supervising system characteristics of Huzhou to participate in common. 2. Improve conducting and coordinating system of pre-hospital emergency system. 3. Establish supervising system of emergency system more sound. 4. Improve emergency network of emergency system in Huzhou. 5. Attract and train emergency talented man, and establish the training system.
