Abstract


Consultation as a social activity in China has a long history, in the West also has had a long history. At the stage our country is in a system transformation and social transition, the administrative decision-making role and influence of a growing, the correct decision is the prerequisite for the success of the work. Decision-making are directly related with the development of the country and society. While the problems facing the administrative decision-making more and more, has become increasingly sophisticated. The government made increasing the difficulty of decision-making, which expanded the government’s Advisory demand expansion. Consultation has become indispensable in government decision-making system; administrative decision-making consultation system has also become indispensable in government decision-making system of a subsystem. However, the current government policy consultation development is far from satisfying the community for scientific and democratic policy-making needs. Practice made to the theoretical workers an important research topic—the government’s decision to conduct a comprehensive consultation, thorough and systematic study on the advice of the government decision-making in the study has important theoretical and practical significance.In this paper, the decision-making consultation system from the concept, characteristics and classifications start with, and then analyzed the decision-making consultation system and the concept of a special characteristics, detached relationship with the Government, and the close ties between social elites from special interest groups, such as special characteristics given of the decision-making consultation system in the public policy decision-making advisory analysis of the natural advantages. Not only the clarity of the decision-making consultation system concept, but also reveals the advice in a modern society and the important role of status. It is necessary and feasible that administrative decision-making consultation system in China establishing, it embodies the scientific decision-making of administrative decision-making the request. It is an effective way to correct the mistakes in decision-making China. China has developed a policy on traditional historical conditions, the growth of civil society and social conditions in support of the party and state policy conditions. On this basis, and in accordance with the principle of linking theory with the actual start of the decision-making advisory system analysis of the status of research and development, the first in the management of the system under the guidance of an administrative decision that the composition of the Consultation System, that is, elements, structure, function and information. Subsequently, the status of the administrative decision-making of our country consultation system is to identify our government administrative decision-making consultation system deficiencies. Either from the theoretical analysis, decision-making or advisory pointed out that China’s administrative system is the reality of the problems, its purpose is to explore the Chinese government to promote the development of effective decision-making advisory measures. Finally, the combination of the reality of our country from abroad in the decision-making consultation system on the basis of the successful experiences of the proposed Construction of the decision-making consultation system recommendations: administrative decision-making consultation body to strengthen the exchange of information and sharing; improve the decision-making of the constituent elements of the consultation system, improve decision-making consultation body independence in the decision-making consultation activities in introducing the mechanism of competition; improve the decision-making system of citizen participation in consultation functions.
