Abstract


Implementation of urban land reserve system is conducive to give full play to the basic role in allocating the market for urban land resources, while at the same time strengthen the macro-control of the supply of urban land market, standardize the order of the urban land market transactions. Benign operation to protect the urban land market system, to avoid urban land resource allocation inefficiencies of the \sustainable development goals. In this paper, the existence of the problems and difficulties of the operation of the urban land reserve to strengthen the study of the basic theory. Previous studies mainly from the land supply and demand, rent premium location theory to explain the operation of the land bank, in this article as a guide to market failures and institutional economics theory to analyze how to establish the mechanism of risk aversion. At the same time, also strengthened multidisciplinary research. This paper is divided into six parts: the first part of the introduction, the research background, meaning and purpose. In the discourse on the basis of the research status quo, the paper structure, contents, methods and innovation; basic theory of the second part of the Urban Land Reserve, including: the definition of the land reserve, the purpose of the land bank, the principle of land reserves; operational mechanism of the third part of the Urban Land Reserve, including the content: the main body of the operating mechanism of the Urban Land Reserve, China's urban land reserve general operating mechanism, the operating mechanism of the Urban Land Reserve development status of China's urban land reserve running mechanism Several typical mode; fourth part of China's urban land reserve running mechanisms exist - A Case Study of Shaoyang City, Hunan Province, the main content: the Shaoyang Municipal Land Reserve operating mechanism, the land bank operating mechanism and reasons; The fifth part of city reserves the operational mechanism innovation strategy, proposed the corresponding countermeasures: China's urban reserve running mechanism of innovative ideas, innovative ways of China's urban reserve land bank operation mechanism, operation mechanism of China's land reserve risk aversion countermeasures: Conclusion of the six parts include: the laws and regulations of the land bank will gradually improve, the virtuous cycle of the land reserve fund mechanism will be established, the land bank will better promote the updating and development of the city.
