Abstract


The social security system , the state in order to maintain economic development and social stability of the citizens in old age , sickness , disability, unemployment , suffered disasters, faced with a difficult life , material assistance shall be given by the government and society , in order to protect citizens the basic needs of the system . To provide social security for the members of the society , is an important function of modern society, the government , and adequate social security funds is the basis for the existence of the social security system , therefore , establish a reasonable form of social security financing to build the core of a country's social security system . China in the early establishment of a social security system in the the \Become the material basis for the establishment of a modern social security system , social security costs for the economic and institutional restructuring and maintain social stability, has played an active role . With the deepening of reform and opening up and the social security system account combined with the establishment of the system , some problems exist in the form of the existing fee becomes increasingly obvious , and social security funds, and thus can not guarantee the full and timely collection of increasingly sharp contradiction between supply and demand of funds . Therefore , to explore the form of the financing of the social security system in China has undoubtedly become an important measure to solve the contradiction of supply and demand of the social security funds . Raised in the form of how to reform the social security funds in China ? Theorists always there are two entirely different perspective : One point of view is to continue to adhere to the forms of financing social security fees ; Another view calls for national levy social security tax .
