Abstract


At present, the environmental protection has been seriously in China. It has been imperative that protect the human life living. It is not enough that the government unilaterally to participate in environmental protection. It is need that the general take part in. Any environmental protection problem will influence the interests of some particular people or many common people,they will take part in environmental protection activities to protect their interests,at the same time,the interests of the entire society will also be improved. It is one of the importance strengths that public participation pushes the sustainable development of the environmental protection in China. It is an important approach to solve environmental problem. It’s also the critical part of the harmonious society construction. Public participation is both adapting itself to the trends of the world and meeting the needs of the masses.In the western developed countries, the public participation is extremely important in the environmental protection comparatively. The experience of other countries we gained over the years shows that public participation greatly promotes the development of the environmental protection and wins more and more widespread recognition in China and abroad as people taking part in environmental administration become one of the standards of environmental law. While in China, the government magisterial environmental protections dominated for long time, the policies and regulations are miscellaneous. Those facts demotivate the public participation in reality. It causes the low public involvement while the ability and result of public participation are not good.This text describes the current situation of the public participates in the environmental protection and legal status, point out several problems existing in current stage: Firstly, high attention to the environment protection while low involvement. Secondly, public participation is in low-grade, one-way and inefficient. Third, non-governmental organizations are still very limited in terms of their quantity, scale, fund, and influence. Also, the text analyzes the profound reasons of insufficient in public participation: economy development is unbalanced, government has domain in environmental protections for a long time, the misunderstanding in public environmental and the policies and the laws are insufficient. Based on above, the text makes proposal on how to improve public participation in environment protection in China by leveraging learning from other countries while considering our country’s relevant theoretical research. Firstly we should improve the public participant ability in environmental protections by strengthening environmental knowledge promotion and education. Secondly, we should offer more opportunities for the public to participate in environmental protections. It can be delivered by three aspects mainly: 1) Change mindset in governmental environment protection, accelerate the institutionalized construction to enable the public participating in environmental protections; 2) Environmental information comes into the open, ensure the public right of being in know; 3) Expand the ways of public participations, encourage the public to participate in environmental protection at divers levels; Thirdly, to optimize the result of public participation in environmental protections, embody in result in public participation analysis and guide and enhance non-government environmental protection organization influence.
