Abstract


In China, the existing large-scale public buildings have the large areas with low energy efficiency, and have large energy-saving potential. But due to the lack of formal and informal institutions, the project to reconstruct the buildings didn’t implement well. In this paper, I study the institutional supply theory at home and abroad. I used the analytical framework of Davy Feeney (1988) for the supply system to research the institutional supply in the area of energy efficiency of the existing large-scale public buildings in China. I do the benefits and obstacles analysis of stakeholders in the thermal rehabilitation of the large-scale public buildings, discuss how to design the institutions to promote the project and how to make the formal institutions correspond to the supporting institutions.This article is divided into five major parts. In the first part, I introduced the analytical framework–– the institutional supply theory, selected and defined the variables combined with the study. In the second part, I introduced and analyzed the analysis object––the existing large-scale public buildings from the potential, characteristics and the driving force. Pointed out that the governments need to promulgate the institutions to promote the development of this project due to the "market failure" in the energy-saving market of the large public buildings. In the third part, I introduced the existing energy efficiency institutions in the large public buildings, pointed out that due to the lack of formal and informal institutions, the project to reconstruct the buildings didn’t implement well. In the fourth part, I analyzed the influencing factors of the institutional supply in the large public buildings .Finally; I gave the advices from the contents and elements to promote the development of the energy efficiency in the large public buildings.
