Abstract


The fast urbanization course of our country is facing a huge challenge. On the one hand, economic globalization influences the development of economy in the city and country, home. On the other hand, the quondam system of urban-rural development makes our country’s urban-rural development serious unbalance and becomes“the urban-rural dual structure”. In order to solving this kind of unbalance of the developmental complexion , the national promulgated“Urban-Rural Planning Law of The Peoples”to replace quondam“City Planning Law of The Peoples”. According to the situation of our country and development, this thesis researches on problems of new cities exploitation in rural-and-urban fringes in the process of the urbanization in our country.At first, this thesis turns to be a review of histories about theories of new town, analysis to practices of new town’s constructions home and abroad, and investigation to power and models of new town’s development, and tally up experience of new cities construction.Chapter 3 takes“Study on Exploitation and Development of the new City area in the Urban-rural Fringe of Chongqing City”as the topic, and researches on“the Development of Chongqing City”,“the developmental Stratagem in the integration of urban and rural areas”and“the Development of the new City in the Urban-rural Fringe of Chongqing”. The author also researched“the Development of the new City in the Urban-rural Fringe of Chongqing”in the method of taking some examples.Chapter 4 takes“the Research of the Planning and Construction in Huayan new city area”as the topic .The author studies on the present condition of Huayan new city, the developmental qualification and orientation, existent problems, the development of industry, the city space structure, governmental policy ,etc.Finally, chapter 5 summarizes the research above, and carried out some revelation about the development of new cities.
