Abstract


In recent years, China's communications industry has maintained rapid growth. According to the Ministry of Information Industry released the latest data show that: As of December 2007, China's mobile phone users reached 547 million, of which: China Mobile total users reached 369 million; China Unicom's mobile phone users reached 160 million (of which GSM users number 119000000, CDMA subscribers 041 million). Chinese mobile phone users in the world. With the rapid development of mobile communications business, rapid growth in the number of users, the mobile phone customer's credit problems are becoming more and more prominent, a considerable number of users in the use of mobile phone services and even refused to pay the bill after the escape. Only Chongqing Unicom's CDMA network since it opened in 2002, just five years on the yuan arrears have not been recovered. Mobile communications business voice revenues are the main source of their income (currently about 80% of total revenue). But telecommunications companies to provide customers with is a typical credit consumption, the customer is usually the case after the end of the month to pay expenses during communications and service fees, but the communication companies in the user management is relatively weak, especially in credit management field is almost empty. Strengthen the mobile phone customer credit control and management to ensure customer spending bill, commitment charges, etc. in full and on time to recover, mobile communications companies has become an important task for achieving economic efficiency of enterprises, and promote the cause of benign mobile communications and sustainable development is extremely important. Firstly, the management of domestic and foreign customers' credit status, basic concepts, data mining technology and the decision tree method are discussed. Then thesis Chongqing Unicom's customer credit management status were described and analyzed, analysis of existing information control problems, mainly in: ① letter timed shutdown control mode can not distinguish whether the customer has the potential risk of arrears; ② The user is delinquent in good faith after the shutdown, reducing traffic and revenues; ③ regular business front payment after the shutdown cause stress, reduce customer satisfaction; ④ letter timed shutdown control mode can not effectively avoid malicious delinquent customers in arrears risk. Finally, the use of data mining tools, combined with the user in the network age, payment records, the consumption level, customer-level information such as decision tree model, the decision tree model to predict customer credit rating, and briefly summarized through the decision tree model for small-scale VIP postpaid subscribers after implementation of credit control experience. Hope that through this study, it is possible to learn from similar enterprises, and promote telecom companies raise the level of customer credit management and healthy development of China's telecommunications industry.
