Abstract


Cost Management research is a reasonable determination of the cost and effective control , road construction is a complex , involving multisectoral fieldwork process , such as construction management work with a lot of uncertainty , cost control management a great deal of difficulty , the most prominent and popular is the \In order to solve this problem in cost management , this paper presents a highway construction project cost control program evaluation methods . First, the whole process of cost management literature , analysis of the theory of the whole process of cost management , scientific, practical , and its corresponding lack of methodological research ; applied to the study of engineering practice and value engineering of the whole process of cost management combined with value engineering , the thought of the highway construction project cost control program preferred ; followed by analysis of the highway construction project cost management theory , to determine the focus of the project cost management and control , build highway project cost management of the whole process of program evaluation model . Application of value engineering , fuzzy analytic hierarchy process analysis of the various stages of construction cost management solutions , determine optimal engineering construction programs . At the same time , in order to ensure the smooth implementation of the whole process of cost management , appropriate safeguards . Finally, case studies , by the experts on these factors , functional analysis of the investment decision-making program , through the formation of value engineering analysis team to determine the main factors of the investment decision - making program , pairwise comparisons to determine judgment matrix ; factors design questionnaires for the program's impact , factors determine the impact of the value of membership , a comprehensive assessment of the proposed program , select the maximum value of the program first investment . Empirical analysis confirmed the controllability and practicality of cost control and management of the whole process of program evaluation model in project cost management initiative , effective control of project cost .
