Abstract

China's western energy development process, the focus of conflicts is always energy, the environment continuing ability to support economic growth and social progress as well as the economic growth in environmental issues. Western regions enriched in the rich resources of coal-fired electricity, tremendous potential for development; regional ecological environment is relatively fragile, especially in southwest China over the years has been high incidence of the acid rain and sulfur dioxide pollution, especially in coal-fired power plant pollution emissions share The largest share. This paper mainly research how to motivate coal-fired power plant emissions, power referred to in the text as a coal-fired power generation, the object of study is energy - economy - environment (Energy-Econnmy, Environment) system, a subsystem: energy - environment system. From the point of view of government regulation, how rational use of the configuration energy resources, protect the coal-fired power development and environmental development, this is a major issue for the power industry to achieve sustainable development. Therefore, the current western energy and environmental coordination regulation is a hot issue of the Electricity Regulatory. The thesis study was to explore from the theory and practice power regulation, the new mode of regulatory harmonization of energy and the environment, how to design incentive regulatory mechanism. Specifically, from the point of view of the regulatory regimes, research under the supervision of a new model of energy and environmental coordination, and how to coordinate energy regulatory and environmental regulatory goals. At the same time meet the needs of economic growth in Western enormous energy, reduce the emission of pollutants in the production of electricity.
