Abstract


Oil is the most advantage of the energy resources in Xinjiang ranks second in cumulative proved reserves, Xinjiang is also the 21st century China's energy development and utilization of important areas for replacement of oil resources as the basis Xinjiang oil industry has a huge development potential and broad prospects for development. Bigger and stronger Xinjiang oil industry, not only to speed up the inevitable choice to promote the construction of new industrialization, modernization of the overall national strategic needs. Study the development of the oil industry in Xinjiang, the country's energy security strategy to expand energy cooperation with Central Asia, South Asia, to maintain stability in border areas and national unity as well as Xinjiang's economy sustained and coordinated development has a very important practical significance and theoretical value. In this study, based on the theory of sustainable development, resource scarcity theory, the theory of circular economy, industry concentration theory, the theory of government regulation and the scientific concept of development, analysis of the domestic environment for the development of Xinjiang's oil industry, from production output and oil industry; industrial organization and concentration analysis; oil reserves and production costs; petroleum industry relationship with the environment and Xinjiang oil industry strengths and weaknesses in five areas indicate the status of the development of the oil industry in Xinjiang. On the basis of a comprehensive and systematic analysis of the Xinjiang oil industry development status, the study noted the Xinjiang oil industry development constraints and the main problem: the central government monopoly, the separation of taxes and tax sources; government has a strong color, strong local protection; infrastructure this weak three constraints. Inefficient use of oil, the greater potential of energy-saving; uncoordinated upstream and downstream products, inter-industry correlation is not high; low grade of petrochemical products, the lack of value-added products; reserves of oil resources, weak ability to resist risks; petroleum mining and processing on the ecological environment The negative impact of these five major problems. In view of the above analysis, the study further pointed out that the trend of the development of Xinjiang's oil industry: the development of upstream oil markets; development of oilfield services and petrochemicals; development of associated gas recovery; trend of the development of oil and environmental protection. Finally, the study from the perspective of sustainable development Xinjiang oil industry development of the basic principles and policy recommendations. Policy recommendations: saving energy, improving the efficiency of oil use; optimize the industrial layout, the coordinated development of upstream and downstream; based on technological progress, improve value-added products; improve the tax policy, to strengthen cooperation in the oil to; investment, strengthening international cooperation; increase oil exploration , and increase the supply of resources; timely establishment of the Xinjiang Petroleum resources repository; always give top priority to environmental protection.
