Abstract


Constructing a new socialist countryside is an important historic task in the process of China’s modernization. In the new period, constructing a new socialist countryside includes economic construction, social development, and environmental protection. It should be a harmonious development. Encouraging results have been achieved in the new socialist countryside construction in Zhejiang, but there are still weak points. Therefore, it is of great significance to find out the weaknesses, set clear goals and make the corresponding suggestions on policy.This paper views that the target of socialist countryside construction includes two sub-targets, which are realizing the internal development of every aspect in each system, as well as, the coordinative development among systems. The paper divides the complicated countryside system into three sub-systems, as economic system, social system and environmental system. First, this paper establishes and optimizes an indicator system by integrating methods of frequency statuses and expert consultation. Then the paper makes a case study by using the samples of twenty-nine Provinces/ Municipalities/ Autonomous Regions. There are two parts in the case study. The first part, the key indicators are found of and the three systems’ evaluation values of the twenty-nine samples are obtained by methods of principal component analysis with the SPSS (16.0) software. The second part, coordinate developmental models are established to obtain the coordinative degree and coordinative development degree by using variation coefficient method. According to the case study, it analyzes the coordinative development condition of the countryside in Zhejiang Province. Based on the quantitative analysis, the paper qualitatively analyzes the weakness internally in each sub-system and the weaknesses of the coordinative development among sub-systems. At last, some feasible suggestions are put forward, aiming at Zhejiang new socialist countryside coordinative development.
