Abstract


With the increasing cultural globalization, it is an urgent and important task to rescue and safeguard national intangible cultural heritage, maintain cultural diversity as well as promote national cultural safety. And the research of governmental function in the inheritance and safeguarding of intangible cultural heritage has become a heated important issue. This paper intends to discuss the governmental function in the inheritance and safeguarding of intangible cultural heritage, analyze the current grim situation, existing problems and corresponding reasons. Meanwhile, some constructive suggestions have been provided on strengthening national awareness, establishing systems of protecting intangible cultural heritage at different levels, improving various regulations, training specialists, and creating a socially positive atmosphere of protecting intangible cultural heritage in order to promote continuous development of ethnic tangible cultural heritage into cultural industries; hence, it plays a significant role in safeguarding intangible cultural heritage.Intangible cultural heritage is the valuable treasure of human civilization, it has great significance to our polity, economy and social progress. But with the speedup of modernization and the influence of many other factors, the original rich intangible cultural heritage is suffering from violent impact, it’s more and more urgent to protect intangible cultural heritage. This paper explored and analyzed the governmental function in the inheritance and safeguarding of intangible cultural heritage . Government is the maker and executor of the law; the protector and improver of the heritage existing environment; the supporter of the fund;. This paper recalled the development of the protection of intangible cultural heritage , analyzed the austere situation we are facing with the safeguarding of intangible cultural heritage , located the existing problems ---too many kinds of intangible cultural heritage ,lack of general investigation, lagging conception of the protection of intangible cultural heritage, lack of fund and technology , lack of law protection, lack of education of intangible cultural heritage and the training of talents. We tried to find the reason of these problems, introduced the experience of the foreign countries on the protection of intangible cultural heritage .put forward corresponding suggestions and opinions on the governmental function in the inheritance and safeguarding of intangible cultural heritage , suggested all levels of government to pay more attention to the protection of intangible cultural heritage, strengthen the general investigation and perfect the construction of the law ; we also suggested the government to carry out the classified protection system, training the successor of the intangible cultural heritage, strengthen the administration of the development and usage of the intangible cultural heritage, construct the atmosphere of all the society to treasure the intangible cultural heritage, improve the development of the excellent folk intangible cultural heritage, strengthen the role of the function of protecting the intangible cultural heritage.
