Abstract


Since the 1980 s, strengthen the responsibility of the government officials, the construction of responsible government, has become the world public reform important trend. In China, since 2003 since the "SARS", accountability for China's political system reform made the latest development. However, in the implementation of the administrative accountability system in the process, there are all sorts of problems and contradictions. This paper USES public management theory and method, on the definition of concept, combing the related theory, based on the comparative analysis of Chinese and western administrative accountability system theory and practice of differences, further concrete research YuanJiang hunan province city in the administrative accountability system, we should try to establish the government administrative accountability system effective way.
