Abstract


This article from the perspective of grassroots civil service managers, some of the practical issues found to work in practice as the starting point, the study and discussion of some specific operational level Changsha grassroots civil service examination, in order to achieve the purpose of theory into practice. Mentioned herein junior civil servants is the Senior Staff, following the civil servants, they are in the bottom of the pyramid of China's civil service, the largest number, basically belong to the execution of the Public Service, to deal with people up, the work is good or bad a direct impact on the party and the government credibility is particularly important to strengthen the management of junior civil servants through assessment. The current assessment system, assessment methods, there are many problems and shortcomings, it is necessary to study and perfect. In this paper, a comprehensive analysis of the current situation and existing problems of Changsha grassroots civil service examination, in the civil service examination system in China within the framework of the evaluation system and evaluation methods to make some improvements. Improve the civil service examination system, improve the civil service examination methods to improve the civil service examination of reliability and validity, thereby increasing the consciousness of people, human level. Explore how to improve the examination system to improve assessment methods, especially to strengthen grassroots civil service examination, and mobilize their enthusiasm, which further improve the civil service system, positive meaning. This paper describes the relevant research status at home and abroad, summarized the domestic and international civil service examination system and the characteristics of China's grass-roots civil service examination to the specific circumstances of Changsha City as an example, for the status of the city's civil service examination, in-depth analysis of the current evaluation system exists problems and causes. The basic idea of ??the new evaluation system built from the correct understanding, the introduction of performance appraisal, and to establish a scientific index system, to improve the examination methods, standardized assessment procedures, and improve the evaluation function. Devoted to the work of analysis, clear civil service job duties, combined with management by objective assessment. Combination of regulations and policies of the civil service examination system, the use of questionnaires, expert assessment method and assessment theory designed two assessment indicators, build a junior civil servants Changsha assessment index system, identified two assessment indicators weight.
