Abstract


Teacher employment system reform is a core part of the reform of the education personnel . In-depth development of the global education reform , the in-depth development of China 's reform and opening up , especially the status quo of the establishment of the socialist market economic system , as well as primary and secondary school teachers , are required of teachers to implement the reform of the employment system . Teacher employment system reform is of great significance to promote the sound development of China's educational undertakings . Appointment system, the experimental work carried out in Beijing, Shanghai , Guangdong , Jiangsu and Zhejiang region in the late 1980s , China's primary and secondary school teachers . In 2001 , the teachers' employment system reform gradually extended to primary and secondary schools across the country . However, inevitably there are some problems in teacher employment system reform running . This paper reviews the reform run Suxian District , Chenzhou City , primary and secondary school teachers employed , and draw on foreign teacher employment management experience , and take research , qualitative and quantitative analysis , comparative analysis method , build Suxian District primary and secondary school teachers employment system reform envisaged operating mechanism of the three phases of the operation mechanism , namely the preparation phase , the implementation phase and the concluding stage , focusing on reform feasibility assessment system in the operating mechanism , teacher Quality Assessment and Evaluation system, etc. kinds of system evaluation system . Finally , the summary of the practice in the operating mechanism of the reform of the employment system of Chenzhou City Suxian Su Park Middle School .
