Abstract


Under the current situation facing fast development of economy and society, the population development in China presents an unprecedented but complicated prospect, particularly on the risk of facing a realistic rebound after the low fertility level. How to continue the birth control scientifically, effectively and steadily is a major task before us, a task unavoidable to local governments and related sectors at various levels. Based on the social reality of birth control in the rural areas of Yiyang (Hunan Province, Central China), combined with the research on birth control at home and abroad, the thesis elaborates not only the necessity and significance of birth control for rural residents, but also the main factors affecting its birth control as well as its new changes. Focusing on the individual birth preference of rural residents in Yiyang area under the condition of market-oriented economy, the thesis applies the research methods of survey, statistics and comparative analysis. The strategies and methods to advocate and improve the birth control of rural residents have been brought forward with suggestions of "Seven Strengthening" on the integrated control of birth planning in rural areas, that is: with the working objective of rural residents’ voluntary decline to give birth more, we should strengthen publicity and education, strengthen the policy of healthy birth and sound care, strengthen the education of reproductive health, strengthen social security, strengthen information management, strengthen the guidance of people’s interest, and strengthen the legal construction, so that the population of less developed rural areas could be pushed forward to coordinate the development of the resources, environment and economy.
