The license plate automatic recognition (LPR) system is the main part of the contemporary Intelligent Transportation System (ITS). The research in LPR refers to fields of digital image processing, computer vision, pattern recognitions applied and artificial intelligence. The key techniques consist of plate location, character segmentation and character recognition .This paper mainly studies the static state image.LPR recognition technology is studied in the thesis from the three steps. The main contributions of thesis are as follows:1. Research of license plate location. The paper proposed an algorithm of license plate location based on mixed characteristics of license plate. Based on the license plate image enhancement, filtering. It make use of the license plate’s multi-dimensional characteristics such as color, texture characteristic, shape. A morphology filter is applied to merge candidate regions and remove noise. The projective algorithm is adopted to get the plate area in the image. The experiment indicated the method has the better license plate location result.2. Research of character segmentation. Introduced a binary algorithm base on the whole dynamic threshold combining local dynamic threshold binary algorithm, then, using projection method combined with a priori knowledge, based on the structural characteristics of the direct registration separation of individual characters Segmentation characters.3. Research of character recognition. We choose the feature of thinning as the feature of character recognition, and directly input the improved normalized character originality feature to BP neural network classifier to recognize the license plate character. Because of the time constraints, only the network conducted a preliminary study of numbers and letters.
